The HCN response to the East Sussex Children's Participation Strategy represents the views of the Children and Families Reference Group (which is part of the Hastings and Rother Health and Social Care Forum and The Hastings Community Network). Its members specialise in work and services for children and families. Improving and creating effective community engagement mechanisms is one of the key purposes that Community Empowerment Networks were established. The 2007 Health & Public Involvement Act, under which the Duty to Involve is enshrined, is a key cornerstone of the Community Empowerment and Citizenship agenda. The comments represent a perspective from community and voluntary organisations which is framed by the Community Empowerment agenda.
